The Municipal Council for Tourism, Culture and the Arts is pleased to announce the General Guidelines and Criteria for Judging for the 2023 Agta Festival Celebration of Bobon:
General Guidelines:
1. The competition (no registration fee) is open to all tribes from different towns in Northern Samar. (A town may have as many entries as it wants. A tribe may not necessarily a representative of a municipality.)
2. Each group must not have less than (forty) 40 but not more (one hundred thirty) 130 performers or dancers. Instrumentalists (drummers) and props persons are not considered performers. There is no limit as to number or composition of instrumentalists.
3. Immediately after the competition, winners shall be proclaimed.
4. Deadline for registration is last week of December 2022 (December 29, 2022, 5:00 PM).
5. All tribes must submit two (2) copies of colored pictures of their costumes, (size 5” x 7”) and number of participants on or before January 3, 2023. Such picture shall be distributed to the panel of judges to have a closer look of the costume and to be validated during the competition day to ensure better judging on the criterion for costume and membership.
6. Should there be less than forty (40) participants in a group during tribal dance contest, 5 points shall be deducted from the total score.
7. Only 15 minutes is allowed per presentation. A group which exceeds the maximum time shall be deducted 5 points.
8. Participating tribes are encouraged to attend the Pontifical Mass.
9. Only percussion instruments (to include indigenous materials such as talutang, etc.) are allowed in the competition. Recorded music or music from instruments such as electronic guitars, organ, electronic drum sets, flute, trumpet, xylophone, and amplifiers shall not be allowed.
10. To ensure public safety and order, participants are prohibited from acting or making gestures that may physically hurt or may be offensive to spectators such as throwing a pack of water, spreading paint, etc during the parade. A violation of this provision may disqualify a tribe/tribes from competition or certain points may be deducted from the result depending on the decision of the Executive Committee.
11. Each group shall provide at least 2 marshals tasked to maintain and ensure discipline among tribe’s members. The marshals shall not be counted as participants or performers or instrumentalists.
12. Cleanliness in surrounding environment MUST be observed during the celebration. Garbage must be properly disposed in the TRASH BINS in designated areas. The Waste Management Committee will regularly monitor waste disposal in the area to ensure that policies on waste management are strictly and properly implemented participating tribes.
13. There must be at least 5 child performers (aged 5-8 years) in each group. Infants or children below 5 years old shall not be allowed to participate.
14. No other pagan gods or goddesses (such as Ba-al etc.) shall be included in the dance routines.
15. Concept or theme for costume must be based on the following colors: red, gold, black, and white.
16. Water-based paint shall be used as coloring for the facial and skin tone, but the use of charcoal is encouraged. All dancers’ or performers’ skin tone must be black.
17. Dance steps, music, costume, props and accessories of the dance should be in the context of prayer ritual for Sto. Niño or acts of veneration for Sto. Niño.
18. The timer starts for the performance once any member of a tribe steps on the designated performance area likewise the time stops as soon as any member of a group steps out in the performance area.
19. Live animals such as chicken, goat etc. to be used for acts of sacrifices are strictly prohibited. A violation of this means 3-point deduction from on-site performance score.
20. Use of recyclable and native materials endemic in a tribe’s locality is highly encouraged.
21. Use of fireworks or pyrotechnics as part of performance shall not be allowed.
22. Use of black leotards or stockings or any that replaces charcoal for facial skin tone shall not be allowed.
23. The decision of the Panel of Judges shall be final. Appeals, questions or clarifications shall not be entertained after announcement of winners.
Criteria for Judging:
Theme, Concept / Ritual – 15%
-Relevance to Agta Festival theme: Dance performance as a form of prayer or ritual as an expression of faith to the Black Image of Senior Sto. Niño
-The message of veneration or devotion is clear
-The interpretation of dance movements is clearly a devotion
Performance – 30%
-Precision of dance movements
-Coordination of movements and performers
-Fluency, alignment, balance, focus, projection
Movement qualities and expressions
Choreography – 25%
-Creativity and artistry of steps and formation, style
Costume and Props – 20%
-Creative combination of the following colors: black, red, gold, white
-Use of props is appropriate in relation to the theme (if carrying an image it has to be Black Sto. Niño)
Audience Impact – 10%
-A tribe establishes strong connection with the audience
